Help needed to activate my phone from icloud unlock

My iphone 5 is permanently disabled due to multiple wrong pass-codes .

When I try to activate the phone with Itunes, it says my phone is linked with my account. when I entered the correct password for to activate the phone, it says"my account cannot be used to unlock this phone".

This is already removed from ICloud Account. Can you please anyone help me to activate my phone?
